EUFORGEN operates as a multilateral trust fund. Countries may formally become EUFORGEN member countries by signing a Letter of Agreement with the European Forest Institute (EFI), which specifies the rights and obligations in relation to the membership.
This agreement specifies the annual financial contribution to be made by the country.
The Programme is managed by a Secretariat and overseen by a Steering Committee of nationally appointed representatives.
The Secretariat is hosted by the European Forest Institute.
