The objectives of the Phase V (2015-2019) were to collate, maintain and disseminate reliable information, coordinate and monitor the conservation and to develop guidelines and analyses.

An external team of experts analysed the Programme's overall effectiveness over 22 years, its strengths and weaknesses and drew recommendations for action.
